The return of war on a large scale to Europe, with the armed confrontation between the Russian Federation and Ukraine which has now lasted for more than nine months, invites us to re-examine the concept and meaning of “neutrality”, both as a long-term strategy in foreign policy of a State, and as a permanent condition.
